8th Central Pay Commission: Key Highlights from First Meeting Held on April 28, 2026
New Delhi, April 28, 2026: The first meeting of the 8th Central Pay Commission (CPC) with the Staff Side of the National Council (JCM) was successfully held, marking a crucial step toward revising salaries, pensions, and service conditions of central government employees and pensioners.
The meeting was chaired by Smt. Justice Ranjana Prakash Desai, while the staff side was led by Shiva Gopal Mishra, Secretary of the National Council (Staff Side), along with other representatives.
🟦 Major Demands Raised by Staff Side
1. Minimum Pay & Fitment Factor
- Proposed increase in minimum pay from ₹18,000 to ₹69,000
- Fitment factor suggested at 3.83 times
2. Merger of Pay Scales
- Reduce the number of pay levels
- Align salaries based on qualifications, skills, and experience
3. Annual Increment
- Demand for 6% annual increment on basic pay
4. Promotions & Career Progression
- At least 5 promotions in a 30-year career
- Address delays in cadre review and stagnation
5. Allowances
- Increase allowances up to 3 times
- Link all allowances with Dearness Allowance (DA)
6. Fixation Benefit on Promotion
- Grant two additional increments on promotion and MACP
7. Advances
- Restore interest-free advances (Festival, Natural Calamity, Vehicle, etc.)
8. Leave Benefits
- EL encashment up to 600 days
- 100% wages during leave period
- Improved maternity, paternity, and special leave
9. CGEGIS (Insurance Scheme)
- Increase subscription and insurance coverage
10. Compensation on Death
- Ex-gratia payment for death on duty increased to ₹2 crore
11. Compassionate Appointment
- Remove 5% ceiling and ensure 100% implementation
12. Bonus
- Remove ceiling; calculate bonus on Basic Pay + DA
13. Pension System
- Withdraw NPS & UPS
- Restore Old Pension Scheme (OPS)
🟩 Minimum Wage Calculation
The proposed minimum wage is based on:
- A family of 5 members
- Daily requirement of 3490 calories (as per ICMR norms)
👉 Result:
- Minimum Pay: ₹69,000/month
- Fitment Factor: 3.83
🟪 Pensioners’ Major Demands
- Pension revision every 5 years
- Implementation of One Rank One Pension (Civilian)
- Pension enhancement after 11 years
- Restoration of commuted pension after 11 years
- Increase in family pension rates
🟨 Other Important Demands
- Allowances increased and linked with DA
- Restoration of key advances
- Improved insurance coverage under CGEGIS
- Expanded leave benefits
- Full implementation of compassionate appointments
- Removal of bonus ceiling
🟧 Assurances from Commission Chairperson
The Chairperson assured that:
- More meetings with staff representatives will be scheduled
- Field visits will be conducted for ground-level assessment
- All demands will be considered objectively
- Additional time will be given for submission of memorandums

- Staff side presented 15 major demands
- Commission assured further discussions and detailed study
