Understanding the New Transfer Rules in the Department of Posts

 


The Department of Posts (Personnel Division) recently issued a new clarification regarding how transfers and postings are managed for officials up to the Assistant Superintendent of Posts (ASP) level. If you work in the postal department or follow its policies, here is a simple breakdown of what has changed.

1. Who is the New Boss for Transfers?

The most significant change is about who has the power to approve transfers and postings. For cadres up to HSG-II (which includes LSG, PA, and SA), the Divisional Head has now been designated as the approving authority.

Previously, this responsibility belonged to the DPS (HQ) or DPS (Region). By moving this power to the Divisional Head, the process is expected to become more localized and efficient.

2. How is the Transfer Committee Formed?

Decisions aren't made by one person alone. A Transfer and Placement Committee (TPC) is formed to recommend these moves.

  • Composition: The committee consists of three officers, typically at the ASP or IP level (or equivalent).
  • Leadership: The senior-most officer among the three serves as the Chairperson.
  • Nomination: Since the Divisional Head is now the approving authority, they are also responsible for nominating the members of this committee.
  • Higher Ranks: If officers higher in rank than ASPs/IPs are available in the unit, they can also be nominated to the TPC.

3. The Rule for "Premature Transfers"

A "premature transfer" refers to a transfer that happens within two years of an official joining their current post. This could be for administrative reasons or based on a specific request from the employee.

For these cases, the process has an extra layer of oversight:

  • The TPC (nominated by the Divisional Head) processes the case.
  • The Divisional Head then forwards the recommendation to the Director of Postal Services (DPS).
  • In these specific "early transfer" cases, the DPS remains the final approving authority.
