🏠 8th Pay Commission: Demand for ₹75 Lakh House Building Advance at 5% Interest
With the formation of the 8th Central Pay Commission, employee unions have started submitting proposals to improve salary structures and welfare schemes for Central Government employees.
One major demand is the revision of the House Building Advance (HBA) scheme.
📌 Key Demands by Federation of National Postal Organisations (FNPO)
🔹 HBA Limit Increase
Loan limit should be 60 times of monthly salary, with a maximum cap of ₹75 lakh.
🔹 Lower Interest Rate
Interest rate should be reduced to 5% to make housing affordable.
🔹 Eligibility Period Reduced
Employees should become eligible after 2 years of service instead of the current 5 years.
🔹 Simplified Procedure
Faster approval and transparent disbursement of HBA loans.
🔹 Second-Hand House Purchase Allowed
HBA should be available for already constructed houses, resale houses, and renovation work.
🔹 Stamp Duty Reimbursement
Stamp duty and registration charges should be reimbursed by the government.
🔹 Repayment Flexibility
Employees close to retirement should be allowed repayment considering gratuity benefits.
📊 Why This Demand?
Due to rising land prices, construction costs, and housing loan interest rates, the current HBA scheme under the 7th Central Pay Commission is considered insufficient, especially in cities.
⏳ What Happens Next?
The 8th Pay Commission has just begun its work. The consultation process may take around 18 months, after which recommendations will be submitted to the Government.
