The Department of Posts, Ministry of Communications, has issued a clarification (dated 02.03.2026) regarding the grant of financial upgradation under the Modified Assured Career Progression (MACP) Scheme.


🔍 Key Highlights:


MACP & Promotion Refusal

Refusal of a regular promotion (whether through seniority, LDCE, or other methods) is treated as a declination of promotion.

Such refusal can impact eligibility for financial upgradation under the MACP Scheme.

LDCE (Limited Departmental Competitive Examination)

Posts filled through LDCE are considered promotional posts, even though they are filled via examination.

Therefore, refusal to join such posts is treated the same as refusal of promotion.

No Distinction Between Recruitment Types

The Department clarified that there is no difference between:

Promotion quota

Direct recruitment quota (in this context, when it leads to a higher post)

Both are treated as valid avenues of promotion under MACP considerations.

Action for Circles

All postal circles are instructed to review and act accordingly in:

Existing cases

Similar future cases

Previous instructions (dated 07.08.2025 and 01.10.2025) are now superseded.
