FNPO Urges Department of Posts to Expedite LSG, HSG-II & HSG-I Promotions Amid Rising Stagnation Concerns


 

The Federation of National Postal Organisations has intensified its demand for the timely conduct of Departmental Promotion Committees (DPCs) for Lower Selection Grade (LSG), Higher Selection Grade-II (HSG-II), and Higher Selection Grade-I (HSG-I) posts, highlighting growing concerns over promotional stagnation across the Department of Posts.

In recent communications addressed to the Secretary (Posts), FNPO urged the Department to immediately streamline the promotion process and ensure that pending DPCs are completed without further delay. The Federation emphasized that prolonged inaction has adversely affected thousands of postal employees by delaying promotions, pay fixation, seniority benefits, and vacancy calculations for Limited Departmental Competitive Examinations (LDCEs).

A major demand raised by FNPO is the introduction of a one-time relaxation in existing service rules. The Federation proposed that officials who have completed at least one year of service in their feeder cadre should be made eligible for promotion to HSG-II and HSG-I posts. According to FNPO, such a measure would help address long-standing stagnation and create better career progression opportunities for employees.

The Federation also pointed to stark disparities among Postal Circles in conducting DPCs. While the Kerala Circle reportedly finalized promotions for the 2026 vacancy year by December 2025, several other Circles, including Andhra Pradesh, are yet to complete DPCs even for 2025 vacancies. FNPO stated that this uneven implementation has created widespread dissatisfaction among employees.

These issues were prominently discussed during the periodical meeting held on 10 March 2026 at Dak Bhawan, New Delhi, chaired by the Secretary (Posts), where FNPO representatives pressed for immediate intervention and uniform implementation of promotion procedures across all Circles.

FNPO further reminded the Department that similar one-time relaxations had already been granted for the 2022 and 2023 vacancy years. Under those relaxations, the required service for promotion from LSG to HSG-II was reduced from six years to four years, while the service requirement for HSG-II to HSG-I promotions was also eased to three years.

In addition to promotion-related concerns, the Federation renewed its opposition to the accounts line merger order issued on 11 February 2025. FNPO demanded the withdrawal of the merger and called for HSG-I promotions to be granted with higher pay scales to ensure fair career advancement for employees in the postal accounts stream.

The Federation is expected to continue discussions with the Department of Posts in the coming months as employees across various Circles await decisions on pending promotions and relaxation proposals.
